Pascal Dayre, Directeur Général Adjoint de l'Établissement Public Foncier Île de France

« L’Etablissement Public Foncier d’Ile-de-France accompagne les collectivités dans la définition et la mise en œuvre de leurs projets de développement urbain. Associé dès l’amont des opérations, il apporte son expertise et contribue à l’élaboration d’une stratégie d’intervention foncière mobilisant l’ensemble des outils réglementaires et financiers de l’urbanisme et de l’aménagement. 
L’EPFIF intervient également en appui des grandes stratégies territoriales développées à travers les « documents cadres » qui s’imposent à l’échelle régionale (Schéma Directeur Régional d’Ile-de-France, Schéma Régional des Continuités Ecologiques, …), les démarches contractuelles (Contrats de Développement Territorial, Contrat de Projets Etat – Région, …) et les investissements publics structurants (Opérations d’Intérêt National, grands équipements,  infrastructures de transport, …).
 
Quelle que soit son action, l’EPFIF s’inscrit dans une vision de long terme et agit en anticipation afin de rendre possible les projets, de réguler les prix et de lutter contre la spéculation foncière.
 
La gestion du temps et la vision à terme du devenir des sites sont deux éléments essentiels dans l’action de l’EPFIF.
 
A ce titre, il est apparu intéressant à l’EPFIF de s’investir dans le programme EUROPAN. En effet, par bien des aspects le concours EUROPAN s’inscrit dans la logique et la temporalité d’un EPF : exploration des « champs du possible » pour le devenir d’un site de projet, croisement des approches, articulation des échelles, recherche des partenariats, innovation des montages opérationnels et des formes urbaines, ….

Le thème de la session EUROPAN 13 – « la Ville adaptable - apporte un intérêt supplémentaire à cette collaboration. En effet, les deux sites pour lesquels l’EPFIF a souhaité accompagner les Collectivités de Bondy et de Montreuil, présentent un enjeu important : l’évolution des secteurs de projet dans le temps, entre aujourd’hui et le jour où les conditions de transformation seront réunies ; dans les deux cas : transformation d’une infrastructure autoroutière et arrivée d’une offre nouvelle de transports en commun. »


Bondy Grand-Paris

« L’EPFIF travaille avec la ville de Bondy depuis 8 ans et procède à la maîtrise foncière du projet d’aménagement des Rives de l’Ourcq. Ce partenariat a permis de mettre en œuvre des solutions opérationnelles innovantes pour  accompagner le processus de requalification d’un secteur occupé par de nombreuses entreprises (gestion optimisée du patrimoine, accompagnement des entreprises pour d’éventuelles opérations tiroirs et intégration au future projet, reventes cadencées des terrains à l’aménageur).
 
L’ex-RN 3 et son tissu d’activités commerciales sont de longue date au cœur des préoccupations de la ville de Bondy. Ce secteur doit  permettre à terme de recréer un lien entre le centre-ville de Bondy et ses quartiers nord avec une urbanité retrouvée. Cette exigence ne doit pas pour autant ignorer la réalité de ce secteur et  le nombre important d’emplois permis par la présence de grandes enseignes commerciales. C’est cette équation complexe d’adaptation qui doit être abordée et c’est pour avoir toute la fraicheur et l’imagination nécessaires à une telle réflexion que la mobilisation des urbanistes autour du concours EUROPAN est une chance. »
 

Montreuil Grand-Paris

« Le Haut Montreuil verra sa mutation foncière et immobilière s’accélérer suite à l’arrivée sur son territoire de deux infrastructures de transport public que sont le T1 et le Métro Ligne 11. 
 
L’action de l’EPFIF vise à anticiper ce phénomène en saisissant les emprises foncières stratégiques qui serviront de base au futur projet urbain. Mobiliser les architectes autour du concours EUROPAN, c’est avoir la garantie de nourrir les réflexions de la Ville et de l’EPFIF autour de la constitution de ce projet, et ainsi permettre de mieux cibler l’action foncière et d’accélérer la mobilisation des fonciers acquis en faveur de projets innovants. L’objectif de concilier l’habitat et l’activité économique au sein des projets correspond parfaitement aux objectifs de l’EPFIF et à la réalité du territoire du Haut Montreuil qui présente toutes les qualités pour accueillir une mixité fonctionnelle. »

 
"The Etablissement Public Foncier d’Ile-de-France (EPFIF, the public land-management institution for the Ile-de-France region) helps local authorities to define and implement their urban development project. Involved upstream of the operations, the EPFIF provides expertise and contributes to the development of a land intervention strategy, mobilizing all the regulatory and financial tools of urban planning and development. 
The EPFIF is also supporting major territorial strategies through regional framework agreements (the regional master plan of Ile-de-France, regional master plan for ecological continuity…), contractual processes (Territorial development contracts, State-Region Project contracts…) and structural public investments (National interest operations, major equipment, transport infrastructure…)
Regardless of its actions, the EPFIF is committed in a long-term vision and act with anticipation in order to enable the projects to be implemented, to regulate prices and fight against land speculation.
Time management and long-term vision of the future of the sites are two key components of the EPFIF’s action.
In this respect, it seems of interest for the EPFIF to take part in the Europan programme. As a matter of fact, on many points, Europan competition follows the same logic and temporality as an EPF : exploring all the possibilities for the future of a site of project, crossing approaches, articulating scales, looking for partnerships, fostering innovation of operational and urban forms arrangements, …
The Europan 13 theme – ‘The Adaptable City’ – brings further interest to this collaboration. Indeed, both sites for which the EPFIF is eager to support the cities of Bondy and Montreuil, present an important challenge: the evolution of project’s sectors over time, between today and on the day the processing conditions will be in place; in both cases: the transformation of a highway infrastructure and the introduction of a new offer of public transports."


Bondy Grand-Paris

"The EPFIF has been working with the city of Bondy for more than 8 years and has been conducting the land management of the development project of the banks of the Canal de l’Ourcq. This partnership enabled to implement innovative operational solutions to support the requalification process of a sector occupied by many firms (optimized heritage management, assistance to companies for potential ‘mirror’ initiatives and integration to the upcoming project, regular resales of the lands to the developer contractor).
The former RN 3 road and its retail activities fabric have long been major preoccupations of the city of Bondy. On the long run, this sector must help recreating a link between the city centre of Bondy and its North neighbourhoods with a recovered urbanity. This requirement must not disregard the reality of this sector and the large number of jobs the presence of major retail brands created. It is this particular complex adaptation equation that must be considered. It is for the freshness and imagination needed for such a reflexion that the mobilisation of urban planners around Europan competition is a chance."


Montreuil Grand-Paris

"Following the integration on the territory of two public transport infrastructures, the T1 tramway line and the 11 Metro line – the land and property mutation in Haut de Montreuil will accelerate. 
The EPFIF aims at anticipating this phenomenon by acquiring strategic sites that will be used as the basis for the upcoming urban project. By mobilizing the architects around Europan competition, enriched reflexions we will be guaranteed between the municipality and the EPFIF around the elaboration of the project, and thus, to better target the real estate development and accelerate the mobilization of acquired sites to support innovative projects. Reconciling dwelling and economic activity within the projects is an objective that perfectly matches the EPFIF’s goals and the territory reality of the Haut Montreuil which has all the qualities to welcome a functional diversity."
